Who is Deb Phillips?

Deb’s passion for birth work spans more than four decades. She became a certified Bradley childbirth educator in 1982, a lay midwife in 1983, a state-licensed midwife in 1987, and earned her Certified Professional Midwife (CPM) credential in 1999. Throughout her career, Deb has attended over 1,500 births, maintaining an annual caseload of around 50 births.

Deb has played a pivotal role in advancing midwifery education in Arkansas, coordinating more than twenty state conferences with national keynote speakers such as Dr. Michel Odent, Ina May Gaskin, Dr. Tom Brewer, and Suzanne Arms. She continues to host local conferences and is dedicated to training the next generation of midwives, having mentored over 25 apprentices.

As a member of several pro-life and birthing organizations—including NAPSAC, Christian Midwives International, Arkansas Right to Life, and La Leche League International—Deb advocates for compassionate, hands-on care. She believes in non-intervention and supports spontaneous, gentle birthing experiences for mothers and babies alike. Specializing in waterbirth, Deb offers personalized care that honors each family's unique journey.

Deb is also a sought-after speaker, regularly presenting on midwifery and home birth at both state and national events. She would be happy to speak to your group, too.

Empowering Women through Midwifery - Meet the Midwife

Welcome to Home Birth Services

I’m a midwife based in North Little Rock, Arkansas, where I am an active member of St. Anne Catholic Church. I’m a proud mother to three grown children—Paige, Yates, and Alex—and a grandmother to three beautiful girls: Sophia, Brianna, and Riley. I spent 25 years homeschooling my children and have a deep appreciation for family-centered values.

In addition to being a midwife, I’ve worn many hats over the years. I was a Boy Scout leader for 10 years, raising two Eagle Scouts along the way, and I’m an avid camper. I also enjoy gardening on my two-acre property and have a passion for nurturing the earth. My previous experience as a piano and aerobics instructor for seven years taught me the importance of patience, teaching, and encouraging others in all aspects of life.

In my midwifery practice, I am proud to attend nearly 60 births a year, bringing my total birth count to over 1,500. I specialize in water births and approach every birth with a deep sense of reverence and care. I am also a Clinical Herbalist, with expertise in helping women with fertility and other female health concerns.

I truly believe in the importance of personal care, and I’m always available to answer questions or offer guidance. Whether you’re considering midwifery care or have concerns about fertility or women’s health, I would love to connect with you. Feel free to reach out by calling (501) 350-1520 for more information or to schedule a consultation. There is no charge for a consultation.

My Favorite Birthing Bible Quotes

A woman when she is in travail hath sorrow, because her hour is come; but as soon as she is delivered of the child she remembreth no more the anguish, for joy that a man is born into the world. John 16:21

My grace is sufficient for thee: for my strength is made perfect in weakness. II Corinthians12:9

The King of Egypt spoke to the Hebrew midwives, of whom the name of one was Shiphrah, and the name of the other Puah. And when you do the office of a midwife to the Hebrew women and see them upon their stools... But the midwives feared God...but saved the men children alive. And the midwives said unto Pharaoh, Because the Hebrew women are not as the Egyptian women: for they are lively, and are delivered ere the midwives come unto them. Therefore, God dealt well with the midwives, and the people multiplied. And it came to pass, because the midwives feared God, that he made them houses. Exodus 1:15-21

And the Lord shall help them and deliver them...because they trust in Him. Ps. 37:40

Be pleased, O Lord, to deliver me: O Lord make haste to help me. Ps. 40:13

Ye that fear the Lord, trust in the Lord: He is thy help and thy shield. Ps. 115:11
